Mueller Basically Just Told Us The Ball Is In Congress' Court

After a 2-year-Russia Investigation and post-media firestorm, special counsel Robert Mueller made his first public remarks Wednesday morning. While Mueller kept his mild demeanor, he made a few eye-opening statements that forces us to try to read between the lines.
“If we had the confidence the President did not [clearly] commit a crime, we would have said so.”
What is Mueller saying here? Early into his remarks, Mueller made it clear that it is unconstitutional to charge a sitting President with a crime. Therefore, Mueller cited regulation that prevented his special counsel from being able to consider charging the President with a crime.
Is this exoneration? No. What we basically heard Mueller say: we did not clear Trump on any crimes. However, we also weren’t able to charge him with anything, either. He emphasized that it is important the 463-page report “speak for itself”.
He ended his remarks with restating the fact that Russia did interfere in the 2016 election,
“I will close by reiterating the central allegation of our indictments, that there were multiple, systematic efforts to interfere in our election. And that allegation deserves the attention of every American.”
